As father of the groom, I agreed to pay $4500 for an open bar with an estimated 150 people attending Since then the number of people has dropped to 115 - how should I handle since $1000 reduction?

Most venues will have terms on the amount of time final attendance numbers need to be submitted and will also have penalties when inside this. Most venues here in Brisbane will have a 10 business day clause, once inside of this that is the number they bill. Some venues allow you to reduce this number up to x amout of days prior to the event with a x% penalty. We are a little more forgiving and ask for 5 business days and in general only charge for the food if the attendance drops since it is already purchased but we will normally only charge the beverage component of the package on the actual attendance since the un used beverage will not be wasted
Is it possible to haggle down venue prices?
there's certain things i want included and other things i don't really care about so i don't feel it's fair to pay a fixed amount

As with most things, everything is negotiable. Of course when negotiating a price there will have to a be a compromise, so if there are aspects you would not like included this should lower the price. A Weddings Package is not the end all be all but generally the more popular options for a venue and I would think that any reputable venue will work with the happy couple to ensure they get exactly what they want at a reasonable price, I know we do a lot of custom menus!

Every venue is different and has different terms, these terms will have a cut off date for change of numbers. The problem I have when I hear about things like this is that the beverages, in general, will not be wasted if the attendance dips (it will not end up in the bin, unlike food that has been prepared). If you have given enough time for the venue to adjust its roster for the staff then I would think they would only charge you the $30 x 115 guests and possibly a cancellation fee of x% of $30 x 35 guests. We wouldnt charge the full amount in cases like this but would charge something if we had costs that could have been avoided.
