Looking at this from the perspective of a cover band, we generally recommend that clients to look through our songlist and pick out perhaps 5-10 songs that they know both them and their friends and family would love to hear.
Afterwards, we ask if there is a certain genre of music that they want the set list for the night to be based on.
Finally, we ask if there are any songs in our full songlist that they definitely DO NOT want to hear.
Most good DJ's and bands will have experience at choosing a great selection of songs for the reception if they are provided with this information. While planning out and providing a full playlist for the DJ may seem to be a good idea, it generally makes things more difficult, as the most entertaining and memorable performances come from when a DJ reads their audience and plays songs based on what they are enjoying in the moment.
Hope this helps!
