All marriage celebrants are required, by 'law' to supply marrying couples with a document, 'Happily Ever ... Befor and After' which contains important, information for couples, regarding 'counselling' and other 'relationship' issues and, further, the celebrant also has to 'tick 2 boxes' on the 'Notice of Intended Marriage' form (NOIM), to acknowledge that fact. All celebrants should have, as part of their everyday stationary, information regarding local 'relationship education and counselling'.
It is illegal for celebrants to 'offer to counsell couples', or act as counsellors.

As a Civil Celebrant I have a legal obligation to supply you , the couple, information about pre-marriage counselling in the local area.
It is a part of our duty to offer you the couple about to marry, details of where you can obtain pre-marriage counselling in our local area. No we do not need to recommend, only supply information.
We also supply a form which the Attorney Generals Department calls 'Happily Ever After', this form has information about what it means to be married in Australia.
Yes, it is our legal obligation to do so. When my clients lodge their NOIM with me, I give them a brochure title Happily Ever Before and After along with a list of relationship providers in the local area. It is then up to the couple if they proceed with pre-marriage counselling or courses.
It's mandatory that all couples are given a brochure by their celebrant called "Happily Ever ... Before and After" which is printed by the government. It contains some relevant information about getting married in Australia as well as basic information relating to Marriage Education. It's totally up to you as to whether you seek pre-marriage couselling, it's not part of a celebrant's duty to influence you one way or the other.
Yes as part of a celebrants duty under the code of practise we are required to advise couples about relationship education and give the couples details of providers.
Yes it is a requirement for all Celebrants to give couples planning to marry a copy of the ‘Happily Ever......Before and After brochure. It has some really useful information about the legal process, possible changes to wills and taxation and recommends couples consider pre marriage courses. Your Celebrant will be able to give you details on the courses that are available in your area.

By law celebrants must provide at least three relationship counselling services to their couples. It is then up to the couple to research and find their own course if they want pre marriage counselling. Celebrants are different to religious leaders who offer and at times insist on pre marriage courses before marrying a couple.
Yes, because we are required to do so by law!! I have looked into some good Pre-Marriage Counselling in my local area and greater Perth, as many of my brides and grooms come to me from far and wide!! I have brochures and information available to give out.

This is to ensure that you have access to other tools to further strengthen and guide you in your marriage should the need arise.
