To answer your question, in my experience, the average time for a civil ceremony is between 20 - 30 minutes depending on your content and if you will be having any rituals or readings. Any longer then your guests may loose concentration and you certainly don't want that. At the end of the day, it's your wedding so it should be as long or as short as you want it to be.
