Yes, you absolutely can!.... however there's a couple of things to keep in mind.
You can exchange vows on your wedding day, and have a friend or family member 'officiate' the ceremony if you wish, however you will not be legally married. This type of ceremony is commonly called a 'commitment ceremony' and does not require a celebrant.
You would not be legally married until you exchange your vows with an Authorised Marriage Celebrant, infront of 2 witnesses and complete all the necessary paperwork, including the NOIM at least 1 month prior. This legal ceremony could either be in a registry office or with a marriage celebrant.
Whether or not this is more cost effective depends on where you intend to marry and also the celebrants available to you. Many offer a 'legal's only' service which can be very reasonable and perhaps, a little more personal too.
Friend conducting our ceremony
If I have a friend conducting my ceremony and a qualified celebrant there to do the legal parts, can my friend pronounce us husband and wife at the end?

Yes of course! I very recently conducted a ceremony in conjuction with a friend of the family. They read out majority of the ceremony script, including the pronoucement at the end of the ceremony, and I simply stepped in to cover the sections which are required by law to legally marry two people in Australia.
Whilst the ceremony can be handled in this manner, it is still necessary for the celebrant to also complete all the requirements pre and post-ceremony to ensure the marriage is legal and binding.
Marriage without the ceremony
Hi! My partner and I would like to get legally married without a ceremony at this stage - is there anyone that can provide advice as to whether we can formally sign the legal documents without having a ceremony and saying vows? We haven't submitted the NOIM as yet but have it ready. Ive asked BDM however they arent able to provide me any advice. Thank you!

To be legally married in Australia, the minimum requirement is a 'legal's only' ceremony, which does include you both saying vows. This type of ceremony is very simple however. In attendance would be you, me and two witnesses and would take approximately 5 mins, including signing the necessary paperwork.
In order to hold a ceremony such as this, you would need to submit your NOIM with the celebrant at least one month prior to the date of your ceremony (only under exceptional circumstances can this time be reduced).
